DCA invites applications for a Programme MEAL Officer (PMO) for the DCA Libya Country Office. The PMO reports to the Country Director, and the position is a non-family posting based in one of DCA’s offices in Libya.
The DCA Libya programme was established in 2011 and has conducted a wide range of humanitarian activities in the country. Currently our activities are primarily the clearance of explosive hazards, explosive ordnance risk education, renewable energy, and psychosocial support projects. The programme has offices across Libya where international staff are based and from where projects are implemented.
The overall purpose of the position is the monitoring of project progress and the gathering of data to report to donors and DCA HQ. Day-to-day, the PMO will monitor that projects are implemented according to the approved proposals and in compliance with the rules and regulations of donors and DCA. The PMO will maintain clear records of all results from each project as they progress, support the production of internal reports, and assist in the production of annual strategy documents.
The PMO will also implement baseline and endline surveys for various projects. Additionally, the PMO will collate and analyse post-clearance impact surveys and pass results to the Programme Officer for donor reporting.
The PMO will act as a focal point for DCA internal compliance duties and occasionally travel overseas for workshops. The PMO will work in close coordination with the Programme Grants Officer, who is responsible for producing donor reports and the programme’s annual report to HQ. The PMO will also work in conjunction with the Information Management Officer who largely maintains the humanitarian mine action activity data.
Key responsibilities of the PMO include:
- Lead on Monitoring, Evaluation, Accountability and Learning (MEAL).
- Support proposal development by inputting on results frameworks and indicator designs, and provide MEAL input to donor reports.
- Monitor the progress of projects, maintain data records of each project, ensuring that field data collection is in line with grant agreements and donor guidelines, as well as HQ reporting requirements.
- Keep operational staff up to date on progress against donor project targets and provide technical support on MEAL to the relevant project staff.
- Maintain a comprehensive MEAL framework for DCA’s Libya Programme, linked to DCA’s global results framework.
- Responsible for the consolidation and submission of DCA’s annual report.
- Act as a focal point for various DCA internal initiatives and support the programme’s compliance with those, and represent the programme in internal compliance meetings.
- Ensure that cooperation agreements, documentation and follow-up of partner-implemented projects are in order.
- Coordinate regular field monitoring visits to implementing partners by field officers, security permitting.
- Facilitate external monitoring and evaluation, including visits and dissemination of results among relevant stakeholders.
- Maintain records of internal DCA training within the programme.
We are looking for the following qualifications and experience:
- A Bachelor of Arts or Science level first degree. Preferably a master’s level degree in social science or a related discipline.
- A minimum of 2 years’ experience of humanitarian, development, or INGO work.
- Fluency in written and spoken English is required, Arabic an advantage.
- A good writing/narrative style.
- Ability to turn data into stories.
- Strong analytical skills and capacity.
- Strong data management skills.
- Experience of developing project logframes and knowledge of theory of change processes.
- Experience of working in a remote management model is an added advantage.
- Preferably you will have experience of working in a hostile environment and have a flexible approach, with the ability to adapt to rapidly changing situations.
- You will need to be used to, or prepared for, living and working in an environment where there are often restrictions on movement and limited opportunities for external leisure and social activities.
- Exceptional cultural sensitivity and highly developed skills in dealing with men and women in a conservative society.
- Ability to work independently and under pressure.
- Knowledge of, or an appreciation of the history, politics, and cultures of Middle East or North Africa is an advantage.
