DCA is looking for a Programme Grants Officer for the DCA Libya programme

DCA invites applications for a Programme Grants Officer (PGO) for the DCA Libya Country Office. The PGO reports to the Country Director, and the position is a non-family posting based in one of DCA’s offices in Libya.

The DCA Libya programme was established in 2011 and has conducted a wide range of humanitarian activities in the country. Currently our activities are primarily the clearance of explosive hazards, explosive ordnance risk education, renewable energy and psychosocial support projects. The programme has offices across Libya where international staff are based and from where projects are implemented.

The overall purpose of the job as PGO for the Libya programme is to take the lead on donor reporting, working in conjunction with the MEAL Officer and Information Management Officer to collate the required data for the reporting period, and to write the narrative report. The PGO ensures the timely submission of all reports to DCA’s HQ in Copenhagen for QA and then submission to donors. Additionally, the PGO will work with the Country Director on concept notes and proposals, drafting narratives and designing logframes. Therefore, a thorough understanding of logframes, and theories of change, is central to the role.

The PGO will also undertake the annual reporting process for DCA, gathering information from all activities and reporting to DCA HQ against our own objectives and goals.

The PGO will also produce case studies and other visibility media for the programme and for specific donors.

There are some additional DCA internal compliance duties, for which the PGO will act as a focal point, and occasionally travel overseas for workshops.

Key responsibilities of the PGO include:

  • Maintain a schedule of donor reporting.
  • Maintain all grants management records in the online project portfolio.
  • Collate all data and draft narrative reports for the approval of the country director, prior to submission to HQ for QA, and then timely submission to donors.
  • Represent DCA at meetings with donors, HQ, and working groups as requested by the CD.
  • Lead on the drafting of annual strategy plan.
  • Lead on the annual reporting to HQ.
  • Assist in building and increasing the visibility of DCA Libya among donors and other key stakeholders, ensuring that all funded projects meet the visibility and communication requirements of the donor.
  • Producing a quarterly programme update bulletin for internal and external distribution.

We are looking for the following qualifications and experience:

  • A Bachelor of Arts or Science level first degree. Preferably a master’s level degree in social science or a related discipline.
  • A minimum of 2 years’ experience of humanitarian, development, or INGO work.
  • Fluency in written and spoken English is required, Arabic an advantage.
  • A good writing/narrative style.
  • Ability to turn data into stories.
  • Strong analytical skills and capacity.
  • Strong data management skills.
  • Experience of developing project logframes and knowledge of theory of change processes.
  • Experience of working in a remote management model is an added advantage.
  • Preferably you will have experience of working in a hostile environment and have a flexible approach, with the ability to adapt to rapidly changing situations.
  • You will need to be used to, or prepared for, living and working in an environment where there are often restrictions on movement and limited opportunities for external leisure and social activities.
  • Exceptional cultural sensitivity and highly developed skills in dealing with men and women in a conservative society.
  • Ability to work independently and under pressure.
  • Knowledge of, or an appreciation of the history, politics, and cultures of Middle East or North Africa is an advantage.
