Central African Republic: Programme Manager

We are looking for an experienced Programme Manager (PM)/country representative for Central African Republic who will be responsible for the development and implementation of a Safer Communities programme including mine action, stabilization and protection activities. The PM, who will be DCA country representative, is expected to have management experience and a documented track record of programme development, resource mobilization, to be able to conceptualise and articulate DCAs vision of Safer Communities and have strong communication skills to translate vision into action.

CAR programme

Our aim with the programme is to contribute to peace and stabilization by promoting comprehensive approaches to prevent and reduce violent conflict, build safer lives, and promote stabilization. Our focus is to work with communities to become more cohesive, resilient, and able to manage tensions and conflicts without resorting to violence. We do this with a focus on community-based approaches to armed violence reduction, facilitating development of community owned and led safety plans and by educating people on how to life safe in an area that suffers from explosive remnants of war and by removing threats to life. We are effectively building a bridge between the Humanitarian response and development sector paving the way for a greater level of stabilization and subsequent development.

We apply a people-centered approach to tackle interlinked peace, security and development needs and aim to build positive relationships between communities, authorities and institutions to provide opportunities to identify security concerns and plan collective responses and give way to development of local economies. At the center of our work is our belief that local communities are the best agents of change.

Your main tasks and responsibilities will be

  • To conceptualise and articulate the vision of Safer Communities both internally in the CAR programme and externally with donors, duty bearers and stakeholders
  • Donor, grant and relationship management to ensure high quality donor and stakeholder relationships and compliance and pave the road for increased levels of funding
  • To ensure that policies, standards and approaches are implemented in projects
  • To ensure the quality of projects, proposals and reports against organizational and donor requirements and standards of operation
  • Ensure that internal and external reporting is completed on time and respond to organizational and donor standards
  • Staff management
  • To design and implement accountable management systems
  • To maintain a clear overview of budgets, of spending, and of pledged and potential funding
  • To be the driver for setting and drafting country strategy

You have the following qualifications:

  • Documented management experience with minimum 3 years at senior level, preferably in fragile and conflict states, and in complex humanitarian environments
  • Relevant academic background for a Safer Communities programme
  • A leader and not a ‘boss’ – one who will take interest in coaching and mentoring staff
  • Strong writing credentials and grants management experience
  • Experience with humanitarian accountability
  • Experience with fund raising, major donors, networking, donor liaison and coordination
  • Strong analytical skills and capacity
  • Good command and interest in financial management and compliance
  • Strong ability to plan, coordinate and lead processes that include multiple stakeholders and interests
  • Fluency in written and spoken French and English
  • Cultural sensitivity and adaptability
  • Work related experience from the region is an added advantage

Prior work experience from the humanitarian mine action sector is an added advantage, Experience and understanding of conflict and fragile states is an advantage.
