DanChurchAid (DCA) is looking for a competent and experienced Country Director for our Humanitarian Programme in Syria/Iraq. As Country Director, you are the most senior DCA representative in country. The Country Director actively adheres to and communicates DCA values, mandate and program objectives with partners, rights holders, staff, government, Danish media and donors. The Country Director leads the DCA country management team to achieve program objectives with a relevant partner portfolio as per DCA policies and procedures on quality and accountability. The Country Director will work to achieve annual fundraising benchmarks, deadlines and to ensure duty of care for DCA personnel. The Country Director is also responsible for the identification of programmatic expansion opportunities for humanitarian activities including clearance.

DCA’s has a well established programme in Syria addressing the plight of the Syrian civilian population through cash/NFI distribution, Risk Education and community based Psychosocial support. Clearance activities will resume once the security situation allows.

As Country Director, you will be the overall manager of the DCA Iraq/Syria programme. You will assume responsibility for all activities and elements of the programme, including security, management of international and national staff, resource mobilisation, communications, finance, administration and procurement/logistics support. You will supervise and lead the management team with overall responsibility for employees. Ensure good staff welfare, constructive working environment, and accountable and transparent communication of roles and responsibilities of all employees. You will define strategic country programme direction, organisational development and innovation criteria for the country programme. You will maintain overview and give strategic direction on partner portfolio and partner dialogue to ensure clear two-way communication on expectations and responsibilities to meet common objectives. You will have a strong team of international staff, and you will delegate effectively to the respective international and national managers, who will report to you on progress and challenges.

The posting is a non-family duty station and based in Erbil, Iraq.

We are looking for:

  • At least 10 years documented experience in managing humanitarian programmes and Mine Action in volatile security situations and complex operations

  • Documented ability to structure a programme and maintain overview of activities and ressources

  • Proven experience in results based management and leadership

  • Previous experience with Mine Action/Protection programming in the region

  • The ability to cope in a challenging environment

  • Accountability and integrity

  • English at business level, fluency in Arabic a strong advantage

  • Proven proposal and report writing skills

  • The ability to lead and motivate staff in a hardship environment

  • Experience with remote management of staff and/or partners

  • Cultural sensitivity, proven diplomatic skills and the ability to build relations both within and outside DCA

  • Entrepreneurial drive and commitment to getting the job done
