DanChurchAid (DCA) is looking for an energetic, competent, and experienced Programme Manager with diplomatic and strategic skills for our Humanitarian Mine Action (HMA) Programme in Lebanon. As a Programme Manager, you will be heading our efforts to secure a safer environment for the local population.
DanChurchAid has been working in Mine Action through clearance of cluster munitions in the South of Lebanon since 2007 and with manual mine clearance in Mount Lebanon since mid-2010. The DCA main office is situated in Bsous, Mount Lebanon with a sub-office in Al Houch, South Lebanon.
You will be working from DCA Bsous Office and must anticipate regular trips to South Lebanon and Beirut. The present capacity in the programme is 3 BAC and 3 manual mine clearance teams. All together, the programme has 100 national employees and 2 expatriates. In addition, DCA is closely working with a Lebanese mine action NGO to build its capacity.
The Programme Manager is responsible for the overall implementation and management of the programme and shall assume leadership and responsibility for all activities, including management of personnel, resource mobilisation, and the overall finance, administrative and logistic responsibility.
Coordination with partners and donors, and networking, will be one of your priorities. The Programme Manager is responsible for reporting and writing of proposals for donors, through DCA HQ. You will delegate effectively to the respective international and national managers, who will report to you on progress and challenges. The Programme Manager is responsible for ensuring that the different units of the programme coordinate their work, and that regular management and coordination meetings are arranged.
The main responsibilities of the programme manager include:
- Execution and implementation of the DCA programme
- Develop strategies for mine action activities in Lebanon
- Manage the operational and support activities
- Manage financial and administrative procedures and activities
- Ensure timely reporting to DCA HQ and external donors
- Liaise and represent DCA with partners, national authorities, UN-organisations, and other NGOs.
- Ensure that DCA implementation is in line with SOPs and guidelines, local customs and traditions and the Lebanese labour law.
- Ensure continued security and safety for all DCA staff
- Taking a proactive role in resource mobilisation for the programme
- Ensure that personnel management is effective, benefitting staff welfare and in accordance with DCA policies and code of conduct
Qualifications required
The ideal candidate must display maturity, cultural sensitivity, adaptability, ability to work in a team, ability to work under difficult conditions, versatility, and the flexibility to work in emergency conditions, where demands are constantly changing. The candidate should as a minimum have the following qualifications/experience;
Previous experience in a management capacity for an international non-governmental organisation (INGO);
Experience in working with Humanitarian Mine Action or similar fields
Proven human resources management skills;
Above average interpersonal and staff development capabilities;
A proven all round knowledge of financial, administrative, logistic and operational management;
Fluency in written and spoken English; and
A proven knowledge of Word, Excel and Internet.
