Myanmar: Project Coordinator

DCA-NCA has been supporting local partner organisations in implementing humanitarian mine action, humanitarian support and human rights projects in Myanmar since 2006.

The Project Coordinator (PC) is responsible for close coordination with the PM and DCA-NCA Country Director (CD) on day-to-day activities and priorities. The PC will also coordinate with DCA HQ through the Copenhagen based HMA Programme Coordinator. The PC will be based in Yangon but with travel to remote areas of Myanmar (around 40% field travel).

Overall purpose of the job:

The PC is instrumental in ensuring that DCA-NCA develops high quality project proposals in in line with partner priorities, the Myanmar country strategy, and DCA-NCA Safer Communities policy. The PC shall support programme development; champion donor compliance; support the coordination of communications activities; provide advisory support to monitoring and evaluation processes; and where relevant, provide capacity building support to DCA-NCA partner organizations.

Depending on applicant profile, the PC will also be instrumental in rolling out new activities related to cash programming, psycho-social support and support capacity-building of partners to carry out high-quality humanitarian assistance.

Main tasks:

Support to PM for fundraising and development of proposals within the strategic framework for HMA/Humanitarian work in Myanmar, as well as reporting to existing donors:

  • Develop proposals for new and existing donors, in coordination with partner organisations, the PM and Programme Officers; ensure that proposals are developed to donor standards and comply with capacities of partners and resources.
  • Participate in donor liaison meetings and inter-agency coordination forums, such as the Mine Risk Working Group and Protection Sector Working Group.
  • Seek opportunities to partner with ACT Alliance and other INGOs in broader consortiums.
  • Where required, coordinate needs assessments, project design workshops and external stakeholder consultations to support project design process.
  • Work with the DCA-NCA Global Funding Officer on in-depth donor mappings and research.

  • Day to day project management of donor grants in relation to output monitoring, implementation, activities and finance/admin overview.

  • Develop and implement systems for project management to be used by DCA-NCA and partner organisations.

  • Support partner organisations in monitoring, reporting, and QA of data as well as identification of training needs and organisational development opportunities.

Support to PM regarding internal and external communication:

  • Produce case studies for donors and DCA-NCA media.
  • Support the monthly reporting to Myanmar authorities (Department of Social Welfare), including results and narrative text from HMA/Humanitarian partner organizations.
  • Support the production of DCA-NCA internal narrative and financial reports.

  • Any other relevant task as required by the PM or HMA/Humanitarian HQ staff.

Desired Qualifications:

  • Knowledge of HMA and DCA Safer Communities approach, experience with cash-based humanitarian response or psycho-social support will be an added advantage
  • Thorough knowledge of the history and current political context of Myanmar
  • Proven strong project management skills
  • Proven skills in developing log frames, proposals, budgets and reporting
  • Proactive fundraising abilities including strong networking skills
  • Capability to analyse complex conflict dynamics
  • Fluent in written and spoken English
  • Experience with mine action/humanitarian donors community, including governments, foundations, and UN organisations
  • Experience of implementing through local partner organizations

The posting is a non-family duty station and based in Yangon. Travel to other areas of Myanmar and to Thailand on regular intervals is to be expected.

This position is subject to donor funding.
