In order to secure the necessary depth with the resources available for this documentation, the consultancy will take its point of departure in two DCA focus countries, Cambodia and Uganda, where DCA has had long-term engagement and partnerships.
The consultant will document one to two good/promising practices among DCA partners from each of the two countries, showing how the use of human rights based strategies has contributed to the reduction of poverty and/or inequality.
The consultant will develop methodologies that comprehensively document a causal link between application of HRRBA and outcomes such as reductions in poverty and inequality. The consultancy will not only examine the positive effect of rights-based strategies but must also examine whether the strategies led to any unintended effects, including negative effects, and how these were managed. In addition, challenges and risks of working rights-based must be analysed.
The consultancy will involve travel to areas of intervention in the two countries and intensive work with the rights-holders that have benefited from the DCA partner interventions.
In analysing the effect of the rights-based strategies, the consultant must ensure that he/she assesses the impact of these strategies on reducing gender inequalities.
