Consultancy for Training and Setting up a fully operational Black Soldier Fly (BSF) production unit at Kakuma, Turkana County.

1. Purpose & Objectives of the consultancy

The purpose of this assignment is to promote BSF farming as an alternative source of affordable, high protein chicken feed among the chicken farmers at Kakuma Refugee camp.

The specific objectives of this assignment are:

  1. Support the finalisation in the design of a roll-out plan for small scale commercial BSF production in humanitarian settings for refugees and host community.
  2. To facilitate the setting up of an operational BFS breeding and multiplication unit at Kakuma Refugee to serve at least 10 farmers within the camp.
  3. To train at least eight (8) DCA project staff on BSF production, processing, and utilization of BSF larvae as chicken feeds.
  4. Provide technical guidance including the appropriate manual/guide on successful establishment and management of a BSF breeding and multiplication unit for chicken feeding.

2. Scope of Work

The consultant will deliver the assignment in line with the three objectives highlighted in section 2 above. In particular, the assignment will entail:

  1. Working with DCA Kakuma office team to finalise the plan for setting up, rolling out and scaling up BSF production for refugees and host community. This will define various technical parameters like production inputs specifications and provision/cost sharing, targeting, extension services and graduation/exit model.
  2. Facilitating the setting up of an operational BFS breeding and Multiplication unit at Kakuma Refugee to serve at least 10 farmers within the camp. This will involve estimation of all the materials and/or equipment required to set up and operationalize a BSF breeding and multiplication unit that can support at least 10 BSF farmers with the breeding stock and other essential support. DCA shall meet all the costs associated with the construction of the proposed BSF multiplication unit.
  3. Training at least eight (8) DCA project staff on BSF production, processing and utilization for chicken feeding. This will involve training the proposed trainees on the theoretical and practical aspects successful BSF production, processing and utilization of BSF larvae as chicken feeds.
  4. Providing technical guidance including the appropriate manual/guide on successful establishment and management of a BSF breeding and multiplication unit for chicken feeding. This will entail packaging the technical information on BSF farming into a manual for reference by the field implementation staff including sharing the impact stories on similar interventions.

3. Time Frame

This entire assignment will take 7 working days on dates 22nd– 28th March 2021.

4. Deliverables

This assignment will result in:

i. A well-documented BSF roll-out plan suited to the local context.

ii. A functional BSF breeding and multiplication unit at Kakuma Refugee Camp. Capacity building of DCA staff on what black soldier fly is, all the important aspects involved in BSF farm set up, processing, utilization and BSF larvae.

iii. At least eight (8) DCA project implementation staff trained on BSF production, processing and utilization for chicken feeding.

iv. A technical guide/manual on successful establishment and management of a BSF for chicken feeding suited to the local context

v. A brief training report documenting the “what” and “how” the assignment was conducted and recommendations for further actions on how the BSF breeding and multiplication unit should be managed sustainably.

vi. A costed schedule of all the materials and/or equipment required to set up an operational BSF breeding and multiplication unit.

5. Methodology

The approach for this consultancy shall be majorly focussed on establishing a BSF breeding and multiplication unit at Kakuma refugee camp as well as building the capacities of project implementation staff on successful BSF farming.

The following should be considered and observed during the consultancy:

  • Prepare and submit to DCA, an inventory of all the items/ materials required to deliver on the assignment prior to the actual field work.

· Conduct planning meeting with the project field staff to review the planned delivery of the training at the proposed site.

However, this should not limit the interpretation of the TOR in any manner. The consultant is expected to respond with a detailed proposed methodology, which will be discussed during the inception meeting upon successful contracting.

1. Desired Qualifications

· Education: A masters degree in a relevant discipline in Agriculture, Animal production, Food Science and Technology, or any other relevant field. Relevant technical training with extensive experience in Insect farming particularly Black Soldier Fly production, processing and utilization as chicken feed may be considered.

· Experience: At least 2-5 years’ experience in Black Soldier Fly (BSF)/insect farming and/or conducting consultancy in BSF/insect farming in the humanitarian, private or development sector.

· Expertise: Proven expertise in successfully setting up of functional insect farming structures particularly BSF. Proven ownership of an active BSF farm of considerable production capacity will be an added advantage.

· Demonstrated experience in training at the community level and in developing user friendly and easily understandable training modules.

· A good understanding of the current state and relevance of insect farming particularly BSF farming, processing and utilization in Kenya.

· Well established and connected with the BSF/insect farmer networks and institutions in Kenya.

· Willingness to travel to the project area to conduct an onsite training.

2. Consultancy management and values

For this assignment, the consultant is expected to familiarise him/herself with and adhere to the DCA Code of conduct for contractors (ethical principles & standards). Please refer any questions or emerging issues to the DCA Kenya Head of Program (patrick.kenya@dca.dk).

The general terms and conditions of this consultancy are:

· Professional fee: The consultant will be paid professional fees in accordance with this TOR and within DCA’s approved rates.

· DCA will cover all the costs related to carrying out this assignment as defined in the final signed contract.

· Withholding income tax payable to the Government of Kenya (GoK) shall be deducted from the consultants’ fees during payment. Different tax protocols apply for Non-Kenyan consultants.

· A contract will be signed by the consultant before the commencement of this consultancy which will detail additional terms and conditions of service, aspects on inputs, and deliverables.

· The full term of consultancy-preparation of a costed schedule and setting up of BSF breeding and multiplication unit, preparation of a training manual/ guide and writing of training report should not exceed the stipulated number of days.

3. Structure of the Proposal and Submission Guidelines

All expressions of interest should include:

Technical Proposal highlighting a brief explanation about the consultant with evidence of previous experience in this kind of work; the profile of the consultant to be involved in undertaking the consultancy; understanding of the TOR, the task to be accomplished as well as draft consultancy framework and plan and details of at least three similar assignments/pieces of work undertaken.

Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees related to the consultancy as well as accommodation and living costs, transport cost and other related expenses
