Context:
The European ACT Alliance group represented in East Jerusalem comprises of Norwegian Church Aid (NCA), Danish Church Aid (DCA), the Interchurch Organization for Development Cooperation (ICCO), The Church of Sweden, Swiss Church Aid (HEKS\EPER), and Brot für die Welt
This group commissioned a study on the enabling environment for civil society in Israel and the Occupied Palestinian Territories (OPT).
The main purpose of this study was to provide an analysis of the dynamics of civil society in the OPT and Israel, with a special focus on those organizations working around Palestinian rights and the occupation and the factors that enable or disenable their ability of to operate. This analysis took into consideration important elements such as laws and regulations, censorship, alliances, policies, and freedom of CSOs to fulfil their mandate.
In April 2016 the report was approved by the Steering Committee and it is ready now for use among the agencies, partner organizations and other actors. There are two main challenges that hinder the ability of the ACT Alliance group to “use” the report:
The report is too long and contains a description of the situation as presented by the CSO’s participated in the study
The report does not include recommendations on behalf of ACT Alliances group. The report does include however recommendations that CSOs which participated in the study, raised during the discussions.
Therefore, to support rolling out actions that stem from the report a consultant will be employed for the period a two months.
Main responsibilities and Outputs:
For the purpose of supporting the role out of actions as mentioned hereinabove, the ACT Alliance Group is looking for a facilitator and editor to fulfil the following requirements:
• Write a summary of the research with an orientation of marketing the report and its findings that supports ACT Alliance lobby and advocacy work at local, national and international (EU) level and for that matter serves different audiences
• Include in the summary a short update of the situation of the Shrinking Space in order to keep the information up to date
• Support the orientation process that the group of agencies will take to its plan of action and to compose the group’s recommendations, to be included in the summery of the research.
• The consultant should include recommendations from a perspective of the faith based identity of the members of the group and identify relevant policies, alliances and mechanisms that relate to their added value and mission which support them to fulfill their mandate.
Some flexibility to preform related duties could be necessary.
Profile:
- Education to MSc level (or equivalent) relevant to human rights, social work or other relevant fields;
- Campaigning capacities, experience in work within or in front of political structures, experience in advocacy and lobby
- Proven track record in editorial work;
- Skills in analysis of extensive and concept rich documentation
- Proficiency and track record in facilitating groups
- Fluent Arabic & English in both writing and speaking (essential)

Evaluation of Proposals
The evaluation method will be the quality and cost based selection. A two-stage procedure shall be utilised in evaluating the Proposals; a technical evaluation and a financial evaluation.
Proposals will be raked according to their combined technical (St) and financial (Sf) scores using the weights of 70% for the Technical Proposal; and 30% for the offered price. Each proposal’s overall score shall therefore be: St X 70% + Sf X 30%.
Technical evaluation
For the evaluation of the technical proposals, the Contracting Authority shall take the following criteria into consideration, with the indicated weights:
Any Offer scoring less than 70/100 on the technical evaluation will be considered not compliant technically.

Interviews**
The Contracting Authority reserves the right to call to interview the Candidates having submitted proposals determined to be substantially responsive.
Financial evaluation
Each proposal shall be given a financial score. The lowest Financial Proposal (Fm) will be given a financial score (Sf) of 100 points. The formula for determining the financial scores shall be the following:
Sf = 100 x Fm/F, in which /Sf is the financial score /Fm is the lowest price and/ F is the price of the proposal under evaluation

Candidates must submit a proposal, in compliance with the following instructions:
Rationale
· Any comments on the Terms of Reference of importance for the successful execution of activities, in particular its objectives and expected results, thus demonstrating the degree of understanding of the Contract. Detailed list of inputs, activities and outputs. Any comments contradicting the Terms of Reference or falling outside their scope will not form part of the final Contract.
· An opinion on the key issues related to the achievement of the Contract objectives and expected results
Strategy
· An outline of the approach proposed for contract implementation.
· A list of the proposed activities considered to be necessary to achieve the contract objectives.
· The related inputs and outputs.
Timetable of activities
· The timing, sequence and duration of the proposed activities taking into account mobilisation time.
· The identification and timing of major milestones in execution of the Contract, including an indication of how the achievement of these would be reflected in any reports particularly those stipulated in the Terms of Reference.
Logical frame
· A Logical frame reflecting the considerations above.
Key experts
· The Candidate shall include a detailed description of the role and duties of each of the key experts or other non-key experts, which the Candidate proposes to use for the performance of the services. The key experts are those whose involvement is considered instrumental in the achievement of the Contract objectives. The CV of each key expert shall be included highlighting his/her experience in the specific field of the services and his/her specific experience in the country/region where the services are to be performed. In addition the Candidate shall include information on current participation of key experts in other contracts and or commitments to participate in future contracts, including detailed description of their tasks and period of engagement.
