DCA is looking for a facilitator who can facilitate a 2-3 day workshop in Juba with DCA and its partners.
When:
30 Nov-2 Dec or 5-7 December
What:
Externally facilitated workshop with 12-15 partners using most-likely scenarios to kick-off the review of whether DCA’s existing operating/partnership models are fit for purpose in light of the situation, identify key programmatic and organisational risks and development relevant contingency and preparedness plans that allow us to operate effectively in the given scenarios and responding/predicting relevant risks.
Outcome and key responsibilities:
Carry out consultative process prior to the workshop to identify clear need and best-fit of the workshop.
Prepare relevant background materials and methodology for the workshop and subsequent planning exercises.
Facilitate 2-3 day workshop in Juba.
Suggest a common framework for the subsequent work of specific action plans at partnership level (e.g. what is the best partnership model all things considered) and program level (e.g. how do we continue to run relief and development programs in the various scenarios).
Provide formats and 1st draft of an overall risk management and contingency planning framework.
Working relationships:
The consultant will work together with the Country Director and programme managers throughout the process.
Timeframe:
The consultancy will require 9 days of work.
Qualifications:
Have experience from South Sudan.
Have proven experience facilitating scenario planning, risk management and contingency planning exercises.
Have proven experience of successfully managing workshop processes.
Have experience of working with local organisations in capacity building particularly in emergency preparedness and response.
Have a solid understanding of humanitarian and partnership best practice and policy debates.
Be able to take initiative, work autonomously, creatively and innovatively.
Be able to establish effective relationships to achieve results in short-time frames.
Be able to share complex information simply and clearly.
Be fluent in written and spoken English.
About DCA:
DCA supports humanitarian relief activities and humanitarian mine activitiesas well as food security, active citizenship and peace building activities. The activities are concentrated in two regions, Greater upper Nile and Greater Equatoria, and border areas. The current crisis has meant that an increasing part of the programme is directed towards emergency assistance, but it is still a priority to continue the more long-term activities to secure that gain in food security and peace and reconciliation are not lost due to the overall deteriorating humanitarian situation. The DCA programme in South Sudan has a strong focus on cash distribution and market-based interventions. The Humanitarian Mine Action activities include mine clearance and Mine Risk Education. Activities with a medium to long term focus include Safer Communities and Community Managed Disaster Risk Reduction approaches.
