Uganda: Food Security Consultant Urgently Needed by DanChurchAid in Uganda

Dan Church Aid is looking for a reputable consultant with professional expertise and experience in undertaking Household Economy Analysis (HEA) and baseline assessment for food security, livelihoods and cash based interventions. This HEA will help design and undertake a crucial sustainable-based framework and emergency response that will help provide clear and accurate representation of the inside workings of Yumbe District communities and refugees household economies at different levels of a wealth continuum.

Household Economy Analysis (HEA)

Based on the principle and understanding of ways to make ends meet for people, the Household Economy Analysis (HEA) will be essential to assess how community livelihoods will be impacted by their economy or ecological change; with the results helping DanChurchAid and other livelihood implementing organisations refine, re-design, and plan interventions that will support households copying strategies . This will be through the analysis of;

  • How refugees and host community households in different social and economic cycles get the food and cash needed

  • Host and refugee households and community assets , available opportunities hidden or open to them and the constraints being faced

  • Any open options to the refugees and host community at the time of crisis through analysing any connection of different livelihood groups and different villages; this gives a picture of how community assets are shared or allocated within the community and who gets what from whom.

This result will also be used in intervention planning, further shock response, monitoring and evaluation, poverty analysis. It is envisaged that this assessment will use two main components of Household Analytical Framework

DELIVERABLES

  • Inception Report- to be reviewed and validated by DCA and other livelihoods partners. This will include a work plan, detailed methodology, analysis plan, report outlines of the final products, each assessment sector survey tools, process of data collection, analysis as well as final set of data collection tools and budget.

  • Draft report of the HEA Survey following the HEA analytical framework for feedback and comments, including:

    • Presentation of main findings
    • Recommendations on livelihoods monitoring and evaluation framework
    • Implementation and data collection tools as informed by the HEA and baseline assessment
    • Final HEA reports including wealth breakdowns, livelihood zone map, wealth breakdowns livelihood profiles, seasonal calendar, poverty analysis abs monitoring framework
    • Final Baseline assessment report
    • Summary version of final reports to be shared with project communities
    • Raw data summaries and data used

QUALIFICATION OF CONSULTANT OR TEAM LEADER

  • Master’s degree in planning, food security and livelihoods, economics or social sciences and other areas relevant for this assignment.

  • At least 3 years of relevant professional work in undertaking HEA with specific reference to utilisation of Household Economy Analytical Framework in undertaking community profiling in an insecure or refugee environment and context.

  • Experience working and collaborating with diverse sets of stakeholders such as government, INGOs, local NGOs, donor representative.

  • Thorough knowledge and understanding of social protection programming approaches and its linkages.

  • Experience of working in South Sudan or Uganda preferable.
