Role: Funding Coordinator

Summary:
The Funding Coordinator is responsible for development and management of all documentation and processes that is provided to a variety of DCA Cambodia stakeholders, inclusive of USG, EU, and DANIDA. The position’s key responsibilities are the development of proposals, reports, and strategic donor communications.
Responsibilities:
- Scoping and monitoring of relevant funding opportunities with existing and new donors in close cooperation with HQ’s Global Partnerships and Resource Mobilisation Unit (GPRM);
- Facilitation and coordination of narrative and financial proposal development processes and preparation of funding bids to donors, the private sector (in Cambodia and elsewhere), and other potential donors in close cooperation with DCA Cambodia and DCA HQ, making sure that learnings from past projects are included;
- Ensure compliance with grant conditions, including on cost eligibility, reporting and monitoring and where needed, provide support to Programme Officers on project implementation of non-Danida funded projects, including quality assurance, coordination, monitoring, reporting and evaluation;
- Development and implementation of annual fundraising strategy and turnover budget;
- Where relevant/requested, facilitate training and/or other support to local partners to strengthen their fundraising efforts, understanding of institutional donor requirements and reporting skills;
- Maintain updated knowledge of key funding instruments, such as US Government and the EU;
- Maintain updated knowledge of DCA Cambodia’s partner portfolio as well as programmatic framework priorities;
- Maintain close contact with GPRM at DCA HQ and other units as needed;
- Maintain good filing system of the work and ensure that relevant documents are uploaded in the DCA intranet;
- Together with Programme Officers, conduct capacity needs assessments of partners to create plans to raise their capacities to the level needed to meet donor standards;
- Support overall programme monitoring, particularly as it links to institutional donor funded projects;
- Quality assurance of non-Danida frame projects’ narrative reports and backstopping financial reports and budget forecasts before submission to DCA HQ or donor;
- Prepare contract amendments, budget reallocations and project modification requests for submission as needed in coordination with local finance team and key departments in HQ (GPRM, GFU and ProLog);
- Perform other related duties as requested and assigned.
Experience:
- Experience: 3 – 5 years’ experience working in business development and/ or fundraising; previous experience with proposal development of multi-million-dollar projects for international donors such as EU and USG
Skills & Competencies:
- Native-level command of the English language
- Proven track record in proposal development and knowledge of institutional donor landscape
- Excellent report writing skills
- Attention to detail
- Strong organisational, analytical and problem-solving skills
- Good understanding of all stages of project cycle management and quality standards
- Confident, assertive communicator who can work comfortably with diverse groups at both country- and HQ-level
