DanChurchAid (DCA) invites applications for Head of Finance and Support Services (HoF) for its newly started Ukrainian Programme. The position is likely based in Lviv, Ukraine, but can change due to new contextual circumstances and it is non-accompanied.
DCA is establishing operations in Ukraine, and are therefore recruiting a senior manager that can establish and run our support services in a fast-paced environment, where we are working against the clock to deliver cash, assistance, and other forms of support inside Ukraine.
We are a small DCA team working closely together with other partners, so you can expect to be involved in both the transactional side of operations as well as in strengthening financial capacities of our local partners. We are therefore looking for candidates with experience in supporting and facilitating financial management and support services with a collaborative mindset.
The main duties relating to this position are as follows (but not limited to):
Financial Management
- Oversee the programme finance and ensure compliance
- Oversee all financial services (accounting, cash management, payments etc.)
- Create financial plans and oversee the budget process/cycle to ensure timely revisions and reallocation of funds.
Programmatic Support
- Provide technical advice and operational guidance on innovative approaches to project financing and risk management
- Provide support to local partners on project budget preparation.
- Provide advice on programme and project cost sharing, deployment of funds and closure.
Administration
- Establish and run an effective HR set-up for national and expat staff.
- Establish systems for appropriate administration of operations including, but not limited to national staff payment, employment contract handling, and registrations.
Applicants must have the following qualifications and experience:
- A minimum of 6 years of INGO work experience in a similar role is essential;
- Work experience in remote and insecure field locations;
- Strong leadership, team building and communication skills;
- Flexibility and cultural awareness and sensitivity;
- Computer literacy essential including proficiency in Excel, Word, Power Point, etc.;
- Fluency in written and spoken English is essential. Knowledge of Ukrainian/Russian would be advantageous.
