Background

The Lebanon Humanitarian and Development NGOs Forum (LHDF), created in 2014, is an independent entity, composed of local NGOs operating in Lebanon, that facilitates the coordination between them and other relevant stakeholders to have an efficient response to the humanitarian and development needs in the country. The LHDF is composed of a plenary (75 + members), a steering committee (7 members) and a secretariat (2 members), hosted by its member organization Himaya.

DCA seeks to enhance the focus on local leadership as a key approach to our localisation commitments including investing in local-to-local coordination and advocacy. DCA convenes and facilitates local civil society advocacy platforms that serve to strengthen the independence, space, diversity and capacity of civil society to influence and promote the realisation of the SDGs. Based on a long-term strategic approach, DCA supports partners facilitate dialogue between community groups, informal and formal civil society representatives, rightsholders and duty bearers. DCA strengthens support to both informal and formal civil society organisations in their local and national advocacy efforts with duty bearers and will strengthen their influence and role in coordination mechanisms at country, regional and global levels.

Within this framework, LHDF and DCA want to further strengthen local voices in Lebanon.

Role

Part of LHDF’s mandates is to advocate with its members on key and common topics of concern (aid effectiveness, localisation, accountability, coordination etc). However, given the rapid pace of contextual change in Lebanon, it’s been challenging for LHDF to recruit dedicated, committed and qualified resources to develop and operationalise in an effective and efficient manner with its governance bodies, its advocacy approach. LHDF is therefore seeking to contract an Advocacy Specialist to support this effort.
