DanChurchAid (DCA), Save the Children Denmark and Ground Truth Solutions (a programme of Keystone Accountability), with input and support from the Sphere Project office, have embarked on an exciting global accountability and performance management initiative: the Listen Learn Act (LLA) project.
Listen Learn Act brings an innovative “ground-truthing” survey tool to ask disaster-affected people questions developed around the Core Humanitarian Standard (CHS) commitments. With ECHO’s support, we are testing a methodology to “measure” the performance of humanitarian programmes against the CHS through the eyes of affected populations. As well as testing the tool, Listen Learn Act is working with staff to increase comfort levels and skills in listening, learning and acting on feedback. Our goal is to improve the quality and accountability of humanitarian aid.
In addition, the LLA project includes in-person trainings for 50 participants in each of the four pilot countries, as well as online/on-demand modules (available freely to the humanitarian community) on how the stages of the Ground Truth cycle and their practical application (design, survey, analysis, dialogue and course correction) can improve our quality and accountability. Ground Truth provides the tool/methodology for the LLA project, and it is the CHS and applicable technical standards, in particular the Sphere Handbook that includes the CHS, that guide and support humanitarian workers to develop the questions from accountability, protection and quality angles.
OBJECTIVE This 15 day consultancy supports the LLA project through developing the training content for a 2-day, in-person training and online, on-demand modules on the Ground Truth methodology as it relates to both quality and accountability.
The successful consultant will have 10+ years if experience developing training content, as well as demonstrable knowledge of, and experience with, standards and accountability in the humanitarian field.
