TERMS OF REFERENCE

  • Background information

DanChurchAid (DCA) established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. DCA’s global strategies focuses on two sectors: ‘Fight Extreme Inequality’ supporting active citizenship and human rights work, and ‘Build Resilient Communities’ boosting right to food, sustainable livelihoods and climate change preparedness and response.

Enhancing the psychosocial health of Human Rights Defenders (HRDs) and their supporting organizations is essential to protecting and strengthening those championing rights in Cambodia. DCA is working with 9 partners on advancing rights in Cambodia. As part of the support provided to these partners and the HRDs they work with DCA is looking to provide psychosocial support and services to respond to their trauma and build their resilience.

To achieve this DCA will engage a two-pronged approach to enhancing the expertise and services of a minimum of two local organizations currently providing psychosocial care while also building the capacity of partners to incorporate psychosocial care and support into their organization. The aim is to boost the availability of holistic wellbeing and psychotherapy in Cambodia whilst also addressing the issues of stress, burnout and their triggers for HRDs and the organizations who support them.

Given the needs outlined above, DCA Cambodia is recruiting a consultant with expertise in mental health and psychosocial support, trauma responses, stress management and wellness activities. The specific results are:

  1. Complete a baseline of psychosocial care needs for HRDs and organizational staff in Cambodia
  2. Conduct workshops for HRDs and relevant staff to address themes and areas raised during the baseline study. Workshops may vary in length between half or full days or retreat styles based upon needs.
  3. Conduct capacity building workshops and monitoring of local psychosocial and/or mental health care providers

Overall objective:

To improve the availability and provision of psychosocial and wellness services to HRDs and their supporting organizations in Cambodia

Purpose:

To build local capacity in service providers to meet the needs of HRDs, whilst providing those supports directly in the intervening period.**

Results to be achieved by the Contractor:

  1. Complete a baseline of psychosocial needs for Human Rights Defenders and their supporting organizations
  2. Conduct a minimum of 6 workshops on agreed topics and themes for human rights defenders and their support organizations
  3. Build relationships and the capacity of a minimum of two local organizations to increase the availability and quality of psychosocial care in Cambodia that meet the specific needs of human rights defenders
  4. Develop a workplan outlining the proposed implementation of all above activities in order to increase psychosocial care for partner organizations over two years.

  5. Scope of the Services

During 2021, there will be further meetings to refine the final workplan. The consultant will provide recommendations based on their consultations with key stakeholders and experience in psychosocial care and capacity development in this area.

It is anticipated that the consultancy activities will be carried out over approximately 120 days per year. Initially the contract will be for 12 months, with the possibility of 12 months extension for further activities and support.

8) Delivery of sessions and workshops June 2021 – May 2022

9) Write M&E outcomes (as developed in consultation with DCA) and report to DCA quarterly June 2021 – May 2022

The proposed timeframe is indicative and subject to negotiation with DCA

The proposal for the consultancy must include the following features:

  • Outline of approach to working with DCA and partners with a focus on the consultant independently driving and implementing key activities
  • Draft a workplan for the consultancy across the one-year period
  • Consultancy cost with inclusions and exclusions outlined within the budget. Costs associated with travelling to Cambodia and COVID safe travel requirements can be included in the proposal. Please note that this should include travel for events and activities. Workshop expenses outside of the consultant’s expenses will be covered by DCA.
  • Details of partnerships (planned or existing) with local organizations providing psychosocial care in Cambodia. If existing, how this partnership can be strengthened or modified to focus on the specific needs of HRDs and if planned how these partnerships will be developed.
  • Overview of experience and previous consultancies relevant to the type of work (scope, stakeholders, content) completed by the individual and/or contacts and partnerships with individuals and organizations who may be brought into the consultancy to assist with delivery and implementation.

The consultant will be required to work with minimal supervision to implement activities with DCA and identified partners. Consulting with these stakeholders across the course of the consultancy will clarify the needs and inclusion for each activity. Therefore, the methodology used to approach the consultancy should be flexible and agile in order to address the needs of multiple stakeholders and the changeable environment in which the consultancy will occur. The consultant should include feedback sessions with DCA throughout the project to ensure the outcomes remain fit-for-purpose.

  3. Build relationships and the capacity of a minimum of two local organizations to increase the availability and quality of psychosocial care in Cambodia
  4. Develop a workplan outlining the proposed implementation of all above activities in order to increase psychosocial care for partner organizations over two years. The work plan should include quarterly reporting activities to DCA.

· timing COMMITMENT, LOGISTICS AND FACILITIES

It is envisaged that the consultancy will be for a duration of 1 year, with the provision for a further 1-year extension to enable extensive support to human rights defenders and their supporting organizations. The consultant will work with DCA to ensure activities remain fit-for-purpose and to resolve issues as they arise.

DCA and the consultant will set regular meetings to discuss the progress of the activities, provide feedback and make adjustments. In addition the consultant is required to provide quarterly reporting on activities conducted during the period. A template and reporting inclusions are to be negotiated with DCA.

· QUALIFICATION REQUIREMENTS

  • The individual must hold a degree (minimum bachelors degree) in an allied health or health profession such as psychology, social work, occupational therapy, psychiatry or counselling.

  • The individual must have a minimum of 5 years work experience in psychosocial support and advice with a focus on trauma informed care and/or stress management and/or mental health wellbeing.

  • The individual or organization must have a minimum of one similar technical consultancy with either an international or national NGO or organization. Experience operating in Cambodia will be highly regarded.

  • The individual must have the proven skills to provide analyse the mental health and wellness needs of organizations and/or individuals and provide training and capacity development support to a wide range of people with vary level of understanding of and experience in psychosocial care.

  • Regarding languages, the consultant must possess good written and verbal communication skills in English, with Khmer language skills highly regarded.
