Finance Officer, DCA Cambodia USAID Advancing Rights in Cambodia (ARC)

DESCRIPTION:

DCA Cambodia seeks a Project Coordinator for an anticipated four-year USAID project focused on the strengthening of civil society in Cambodia.

SUMMARY:

The ARC Finance Officer will be responsible for all financial project oversight and backstopping, with a specific emphasis on the maintenance of key project financial components such as budgets, financial reports, and audits. This role will work closely with the ARC project team, and will be expected to integrate deadlines and deliverables alongside project staff such as the Project Coordinator and Funding Coordinator, as well as members of the finance team. The ARC Finance Officer is also expected to excel in the coordination and capacity building of local partners, inclusive of their financial planning and financial organizational capacity as it relates to the project. In addition to a keen and technical knowledge of accounting and finance principles, the ARC Finance Officer will also display a general understanding of USG and other institutional donor practices, and will be expected to engage with USAID financial staff, as needed and appropriate.

RESPONSIBILITIES:

The Finance Officer will:

  • Facilitate timely, accurate month-end closing, cash requests and cash reconciliations related to the ARC project;

  • Support financial closing processes per the project reporting guidelines to ensure organized, complete, and transparent financial reports are delivered to USAID and HQ; these will also be complete in accordance with DCA’s month-end closing schedule;

  • Develop and maintain an expertise on DCA’s financial reporting platform, Maconomy;

  • Maintain ARC project financial filing systems to ensure complete and organized accounting files;

  • Employ financial oversight and control mechanisms and procedures to ensure that all program expenses are in accordance with USAID financial policies, procedures and rules and regulations;

  • Review and provide support for the financial aspects of contract execution of local sub-implementing partners;

  • Ensure the smooth implementation of project accounting activities, including (but not limited to): timely and accurate bank reconciliations, invoicing, monitoring of expenditure levels against budget and funding obligations, financial projections and submission of monthly financial reports to HQ and USAID, as needed and mandated by contract terms;

  • Provide partner finance teams with information and guidance on program financial performance;

  • Regularly prepare and present financial reports, analysis, and recommendations concerning relevant financial issues;

  • Review partner spending in relation to budgets, and develop monthly budget pipelines for USAID and partner expenditures;

  • Verify accuracy and compliance of expenses and expense reporting;

  • Provide assistance with internal or external audit requirements.

COMPETENCIES & QUALIFICATIONS:

COMPETENCIES:

  • Strong technical proficiencies in finance, accounting, and institutional donor budgets;

  • Exceptionally organized and attentive to detail; able to create and maintain project financial organizational systems for professional collaboration;

  • Comfortable helping others prioritize and stay organized in a busy, fluid environment;

  • Excellent communicator, able to synthesize and convey complex information clearly;

  • Ability to work independently and in groups, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality;

  • Ability to work calmly and professionally under pressure;

  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse team members;

  • Able to independently gather information necessary to complete tasks;

  • Solution-oriented and proactive when faced with problems and gaps in information;

  • Confident taking initiative within defined scope and driving work independently;

  • Ability to read and understand guidelines on compliance and accounting regulations;

  • Ability to build partners’ capacities on financial systems and technical skills;

  • Ability to prioritize and manage multiple tasks simultaneously.

QUALIFICATIONS:

  • Bachelor’s Degree in Economics or Finance field

  • 3+ years of experience backstopping USAID and/or USG programs

  • Experience with USAID budgets

  • Understanding of US Government rules and regulations

  • Proficiency in Excel software required

  • A high degree of integrity, accountability, energy and flexibility
