DanChurchAid (DCA) invites applications for an experienced HMA Operations Manager to manage the clearance operations of the Syria-Iraq programme. This is a non-family position, based in Erbil, Iraq.
The DCA Syria programme is a well-funded programme with a 3-year footprint in country and over 50 staff. The activities are wide-ranging and include emergency food distribution, cash transfers, NFIs, psychosocial support, risk education, child protection, emergency education and early recovery. The Iraq programme is still in its infancy, but funds are already secured for set up and expansion. It is a DCA ambition to restart explosive hazard clearance activities in both Syria and Iraq as soon as possible.
A number of DCA’s Explosive Remnants of War (ERW) and landmine clearance programmes are facing a very different complexity of threat than previously seen. We therefore need the right person with proven qualifications and up to date competencies in all facets of EOD to join our programme —someone who wants an opportunity to put these skills into practice in conflict areas, where he/she can really make a difference.
As the Operations Manager, you report to the DCA Programme Manager directly. Clearance operations will take place in a potentially hostile and arduous environment, where there is a need to demonstrate a positive and self-motivated attitude. Conditions such as these require a level head, attention to detail, a willingness to develop and implement HMA projects/activities that reflect community needs in innovative ways and a willingness to oversee and if needed help develop appropriate Standard Operational Procedures.
You will be an active member of the senior management team, and you will provide operational input and planning to fund new projects. You must have the following qualifications:
EOD level 3+ qualification is required (NATO standard or IMAS equivalent) with certificates from organisations that can demonstrate compliance with those standards
Minimum 5 years International experience in Mine Action or equivalent recent (within the last two years) experience in military or police service dealing with mine action operations with civilian communities
Knowledge and experience of EOD/ERW clearance methodologies and implementation is essential. The successful applicant will need to show currency of competency in this area
Experience in Mine Risk Education, protection/AVR and PSS project implementation is an advantage
As Operations Manager, you will have the following overall responsibilities:
- Operate in accordance with the country specific SOP & be prepared to develop appropriate SOP (under overall approval of DCA Head of Ops) if required
- Provide technical oversight of relevant field operations of the components within the programme for which he/she is responsible, including training, safety and security, daily operational planning and implementation
- Operate as a part of the senior management team
- The direction and discipline of all operational staff including locally employed operational and administrative personnel under his/her control.
- Stay informed and current on new techniques, manuals and devices relating to Humanitarian Mine Action
- Implement quality management systems that support efficient and effective operations
- Implement and report on Operations in a timely fashion
- Develop Operational Plans for project proposals
