Project Coordinator- Enhance civil society's influence on the reconciliation and political process project in Libya
DanChurchAid (DCA) has been active in Libya since 2011 with activities and projects in humanitarian mine action (including capacity building of the national clearance capacity as well as projects in Armed Violence Reduction and Risk Education), psychosocial support for conflict affected communities and women’s empowerment and participation. The women’s empowerment and participation component of the programme involves capacity building of eight civil society organizations (CSO) and financial support (sub-granting scheme). Originally, the capacity building has focused on enabling CSOs to plan, manage and execute all aspects of the project cycle and strategize for as well as execute awareness raising and advocacy campaigns. However, in response to the current political situation in Libya, DCA has broadened its focus to enhance civil society's influence on the reconciliation and political process in Libya.
DCA is looking for a Project Coordinator with experience in the field of advocacy and political processesto support our work with women’s empowerment and CSOs. The Project Coordinator will be responsible for project implementation, DCA project staff supervision as well as for supporting and providing mentoring to DCA partner organisations. Currently, the project is implemented from Zarzis, Tunisia, which is the location of the DCA office until there are positive and permanent changes to the security situation in Libya. Skills and experience with implementation through partners in areas inaccessible to DCA staff are therefore crucial to the position, as are the ability to liaise and coordinate with relevant Libyan authorities.

Your tasks
- Provide overall management of the DCA gender project in Libya including planning, monitoring reporting and human resource management.
- Assist DCA partners in developing and planning project activities including advocacy campaigns and strengthen their capacity to implement interventions through one-on-one mentoring and guidance.
- Ensure effective reporting and monitoring mechanisms are developed and are operational by DCA partners and staff.
- Supervise and monitor budget expenditures and ensure that DCA financial and administrative rules and regulations are adhered to by DCA staff and partners.
- Provide guidance to DCA staff and partners on political participation in areas such as reconciliation and political participation including building of coalitions.
- Prepare donor progress reports, internal reports, project briefings, training reports and develop proposals for funding.
- Lead the project's internal and external advocacy and communications activities, identify strategic partners, promote a culture of human rights, and support the mainstreaming of cross-cutting issues related to gender.
- Provide inputs to DCA country and regional strategies.
We expect the following qualifications from you
- University degree in development studies, women's studies or related relevant fields. Post graduate qualifications preferred.
- 5-7 years experience in an international setting and working with local partners.
- Proven project management and human resource management experience.
- Knowledge and understanding of the dynamics of the Libyan and regional context.
- Knowledge of training in political participation / human rights and / or advocacy.
- Previous experience with political participation and supporting political processes.
- Ability to develop and coordinate advocacy strategies.
- Excellent oral and written communication skills in English; some proficiency in Arabic desirable
- Will travel to and live in Libya – security allowing.
